Clock King is my choice. A solid, intellgent villain with a plot and cliffhanger on par with the best of the "big four" villian stories. With his top shelf manipulation of time, there are no limits to new crimes tied to his interest.

Plus, it's always fascinating to see a villain prowling around Wayne Manor.

I'd certainly like to see Clock King again, so long as we see him exactly as he was the first time! (no recasting like we had with Freeze etc.)
