Yeah the Sea Hag will be part of the 2013 Rogues Gallery, and your choice for the part is brilliant. Bieber, not sure, was thinking Zac Efron perhaps?

Zac Efron would also be an excellent choice to play Robin.If you can do it,I would also suggest making photos of the Batman Villains and putting them on this website as part of your publicity buildup.My suggestion for a big game hunter villain would be The Trapper.Elmer J.Graham Jr.,Keyport,New Jersey.

How about a clairvoyant type, called The Fortune Teller?
She can never see anything for herself, only other people, and she's being used to that effect by the Joker.
Another thing; she cannot lie, about ANYTHING.
She can't fudge, stretch, skirt around, avoid or omit the truth no matter what.
However, she CAN speak other languages, some of which the Joker doesn't know. And his mooks, plus his moll can't either.
She knows that he will be defeated by Batman and Robin, but manages to keep this from him by spouting it in 4th century B.C. Gaelic; which hasn't been a living language in more than two thousand years. And the Joker, while educated, isn't THAT educated!
Her real name is Sophia Fortuna, and she is under a curse of utter truthfulness placed upon her by her own mother in infancy, in order to insure that her only daughter wouldn't lie.
Unfortunately, this caused a LOT of problems.
Imagine someone is wearing a hideous frock, and asks you how they look. Normally, you lie like a rug and tell them the complete opposite, in order to avoid hurting their feelings.
Sophia tells the complete and utter truth about such things, from hair, to makeup, to clothing, to perfume, to hobbies, to personality, to body odor and bad breath, to ugly jewelry.
The Joker doesn't dare hurt her for telling the truth, because he is the one that asked for it. Besides, she told him that if he does, he had better sleep with one eye open and wear a steel jock strap at night. Otherwise, he can audition for a male soprano at the Gotham City Opera Company after he get out of the hospital.

Rather than a villainess The Fortune Teller sounds more like pawn in one of the Joker's schemes. LIke Baby Jane Towser.

The backstory is marvellous, very detailed. I agree with Clavierankh, if you want to ditch the Joker for perhaps her first story/run in with Batman, then she could team up with the Joker ala Marsha and the Penguin, then let the fun begin. A Fortune Teller is a great idea, she could even discover that she really does have powers halfway through as she used to be a failure.
Then, when she prophecises later on she actually sees her own downfall....
At the end of the episode as she is carted up the river, her crystal ball could show an image of the forthcoming next villain.

SEASON ONE
Story one
You only Freeze Twice
SPECIAL GUEST VILLAIN
PATRICK STEWART AS MR. FREEZE
After dispatching 3 villains in quick succession in the pre-title sequence ( Angle Man, Crazy Quilt and the Bouncer) Batman is called to Gotham police quarters to be told by Commissioner Gordon, O'Hara and Warden Crichton that Mr. Freeze has escaped from the Coldheart Institute where he was consulting in the research for a cure for his below zero condition while serving 500 years confinement.
Batman and Robin get a clue when Freeze is reported to have stolen the twin diamond ice picks of fabled explorer Sir Tobias Brostfite at the Gotham City Museum of Elemental Art, at the same time he was also seen by Mayor Linseed stealing the Orange Ice necklaces of Mrs Linseed and Summer Gleason that are part of a set.
Batman deduces that there are 2 Mr. Freezes but cannot work out why or who is the real one.
Robin tries tell Batman he has seen Freeze and follows him, but Batman does the same. Both are lured into a trap and are confronted by both versions of Mr. Freeze.
After a fight ( POWS! BIFFS! OUCH! return), the Duo are captured and forced to watch as it begins to snow heavily in the city....in July.
O'Hara, in the blizzard, loses control of his car, skids and is left dangling over Blackgate Bridge, Gordon is ambushed by Freeze's men in his office and frozen into a block of ice by their guns, then the real Mr.Freeze appears on the screen, he is still in Coldheart, where he has complete control,the 2 others are androids and the hideout they are in has turned into an airship above Gotham, and is on a collision course for Gotham Square Garden ......
Are the Duo set for a frosty landing?
Is the Chief about to land on his sleet?
Had Commissioner Gordon frostbitten more than he chew?
There's only one way to find out.....
