but why would any criminal go to the effort of buying or having this stuff made to never use it?

In the scenes when she has Robin over the pit of tigers you can see lots of torture devices in the background; a rack, a guillotine and posts with manacles, etc. As far as we know, she never tortured anyone (aside from trying to kill Batman and Robin) so what was the point of all this stuff? It lends atmosphere, but why would any criminal go to the effort of buying or having this stuff made to never use it?
With all the tricks and traps the Bat baddies had in their lairs, they had to be expensive. Maybe that's why they hated Batman so much, think of how much those places cost.

I've been thinking of putting something in a fanfic where a villain sells an old lair in an effort to recoup some money.

Pussycat, being Catwoman's protege, could buy the Pink Sandbox to use as a front.

I think Catwoman's first lair was the most complex of the series. One felt that the warehouse and the earth beneath had been gutted to create such an elaborate headquarters. It sold the Catwoman's claim that she's "not like the others" at all, and it shined through for her as much as the Batcave for the Dynamic Duo.

Yes, I believe that would be my choice for best lair as well. The trap door, spiked walls, tiger pit. What more could a villain ask for?

The worst might have been in the second Mad Hatter caper--some dumpy closed up restaurant in the middle of nowhere.

Some of the worst lairs were in the third season - a few bits of furniture and black curtains.

Mentioning the Mad Hatter, his first season hideout was quite neat. Can't help but wonder what exchanges took place between him and the builders he used to build his hat factory? "A vat of acid in that corner, please".

Another vote would be for Bookworm's lair. It was very detailed, and we only saw it a couple of times. Viewing it last night, the layout made me think of the library from season 3, would the same set be stored and re-used.

In terms of production value alone, I have always really dug Catwoman's elaborate and multi-roomed hide out in "The Purrfect Crime/Better Luck Next Time"

Catwoman in #19/20 -- and pretty much any villain hideout in Season One-- they were firing on all cylinders.

King Tut's digs in his first appearance, particularly the dungeon for the pebble torture.

Good call. All the Egyptian trappings in those first Tut episodes are wonderfully realized. Besides the hideout set, there are the masks the the Tutlings wear in the opening scene as they deliver the Sphinx to the park; the Sphinx itself (although, as discussed in a long-ago thread, it's not really a sphinx); and the Royal Bark and its mobile throne room. On top of that are Tut's many changes of wardrobe. His costumes change in almost every scene.

Cheers,
