I got the name Vincent from the character of the same name on Beauty and The Beast, way back in the 80's. A truly noble soul with the facial features of a lion, and no one ever knew how he got that way.
The name Taggert just seemed right to me. I know I heard it somewhere, but I can't remember JUST where I heard it.
Batman can easily defeat him by bringing in a small cage full of truly icky looking, hairy spiders (non-venomous, of course!)
Or, by spraying down his headquarters with a boatload of manure; causing Vincent to go absolutely bonkers and throwing him off his game.

Riddlette could arguably be as big and successful as her guru. She could be 'our' Riddler of the 2013 series. As for the story , it is on this page, not a full story just an idea, a concept I had in the middle of last night, I woke up and thought of an Alfred based tale while thinking of your foe and her nasty beyond the grave aunt

I also have the Highwayman, Amadeus Hotrod (a hot Mr. Freeze), Uncle Sam, Papa Boc (a voodoo themed foe), the Bombardier, the King (Elvis impersonator), Cupid, the Ferryman, Catwoman and Poison Ivy's adopted daughter Tiger Lily, Housewife, Colonel Custard (loves yellow) , Prince Harming (for Panto special) and Monty Midas. Thats all..for now

I liked that one by Mattman (welcome, by the way) - The Nanny. For some reason I pictured Juliet Mills a.k.a. Phoebe Figgalilly (it is a silly name!) in her dark cape and hat moving to Gotham for a life of crime after getting fed up dealing with the Professor and his three kids. 
"Hmmm... I don't like the twist this joke is taking. Let us away! Let us away!"

WHEN LAST WE LEFT THAT DOMINOED DAREDOLL BATGIRL, SHE HAD BEEN IMPRISONED IN A CYLINDRICAL TUBE BY THAT EVIL NEW VILLAIN KNOWN AS HIGH C. WHAT DIABOLICAL PLAN DOES HE HAVE IN STORE FOR HER?
"Soon, Batgirl, my fiendish machine will do its evil work," High C said.
The villain flipped a switch and electricity surged through the tube. Batgirl's vocal cords felt some pressure and she thought, 'Maybe that's what his name means. He is trying to turn me into a siren, just like his favorite villainess.'
Finally, the machine stopped and Batgirl let out a deep breath as the compartment opened. She stepped out of the tube.
"Now, how do you feel?" High C asked.
Batgirl shrugged. "I fail to see what was the point of this desultory exuhcise. I feel exactly the same as I did befaw."
Batgirl suddenly noticed her words. 'Desultory, exuhcise, befaw,' she thought, puzzled. "What in the wuhlld have you done to me?" she demanded.
"Isn't it obvious, Batgirl? My Britonator machine (patent pending) has transformed you into an Englishwoman, complete with what High C considers the sultriest, most alluring accent in the world. Or should I say, wuhlld?"
"Faw what puh-pose? What is your plan?" Batgirl said, enunciating every word perfectly.
"I really enjoy listening to women with English accents, Batgirl," High C replied. "It beats trying to take over boxing or surfing, don't you think?"
"This IS rahthah a sticky wicket," Batgirl said, adding, "do you have any scones, High C? I think it is time faw tea."
WILL BATGIRL DRIVE ON THE LEFT SIDE OF THE ROAD FROM NOW ON? WILL SHE REFER TO AMERICANS AS 'COLONISTS'? WILL HIGH C CONTINUE TO BE A ROYAL PAIN?

Love the High C, even though the piece was tongue in cheek (literally), and I am English I actually like the way Batgirl could be turned English and it could annoy the Gothamites. "High C is Tingish/ Batgirl becomes English"

If now, a Julie Andrews lookalike ala Carey Mulligan would be good, if the role needs to be older how about Mrs Blake Edwards herself still ?????? She could spoof the Poppins role no end. A female version (or male if applicable) are good moves, hence Riddlette I created with Riddlersgurl, Boogeyman could be more of a romantic novel villain, perhaps, like Amy in Big Bang always trying to woo her beau Bookworm.

How about The Lunch Lady?
She works in public schools, mainly high schools, serving food so atrocious that more than three fourths of the students brown bag it every day, while she pockets the profits.
After a year, she moves on to other pastures.
She's of medium height, wears her hair up in a bun, covered with the ubiquitous hair net of her trade, wears a white uniform, is middle aged, and has a face so sour it would petrify Medusa.
Her food, while it looks edible, is anything but.
She uses absolutely NO salt in anything! And since just about every recipe calls for at least a smidgeon of salt, you can imagine just how bland and foul it tastes.
She wanted to be a sous chef as a young woman, but found culinary school to be far too expensive, and had to take a job with the Board of Education as a cafeteria worker.
She also hates teenagers and most younger children, seeing as how they do nothing but complain about the food she serves; so, this is her revenge against all of the mean remarks thrown her way by wretched children.
At least in her eyes.
