Thank you everybody for achieving over 1000 views, and nearly 200 comments and counting (though I my be responsible for 30 ish of them !!!!!!! )
Still after ideas for names for a 2" (shrunken) man, a cartoon villain, a hologram foe and tuxedo spy.

Another villain I was considering (yep, that's right, another !) was based on an urban myth involving the death of Paul McCartney and a phone number in one of Ringo's drumkits.
When called, a man called Billy Preston (the man reported to have replaced Macca) was said to ask a question to whoever called. Only 3 people apparently got through, one was sent a letter with lsd on a stamp that he was told to link, when he fiddling he went doolally and jumped off a building, the 2nd went to go on a mission to find Pepperland in the Caribbean and the final one will not speak about it.
Apparently an old lady answers now, and gives abuse.......

( A high budget Episode )
A new villain's in town and he's after the Batmobile to steal the powerful engine pieces
for the construction of a super atomic bomb. Then, he will sell it to the other Gotham City's crooks at the criminal auction.
The reason why this episode is a high budget episode is because
all the villains of the serie are in it...

Wow! High budget indeed! Not just for the whole ensemble, but that Ol' Blue Eyes would be in it. He would have commanded any price.
Like the story premise, the idea of all the villains is ambitious, but as you mentioned, with the right (astronomical) budget, the story could have been a great anniversary episode, very last episode, or with the size of the cast, a feature film

In the pre-titles, Professor Bubbles (Kevin Sussman) uses a bubble gun to trap Miss Gotham from a beauty contest and guides the large bubble towards his HQ
But the Caped Crusader has other ideas, and not only stops Miss Gotham's bubble bursting in front of a passing jet, but he also manages to catch the mad professor before he can explode his bubble bombs over the city
The main story sees English villain Count Vertigo out for revenge for his capture 7 years ago. Dr.Leslie Tompkins (Amy Nutall) is kidnapped as she was his psychiatrist in England and deemed him insane as well as an occssional date of Bruce Wayne
Batman works out Vertigo in residing in the tallest tower in Gotham, Hitchcock Heights.
Vertigo plots to destroy Gotham at ground level and those who caged him, thus causing his airbourne city to flourish.
Inspector Bash is next to be abducted, while Robin thwarts the first stage of Vertigo's plan to blow up the Upper Middle East Side of the city but crashes his Wonderbike into the dock.
Batman scales Hitchcock Heights but when he arrives at the top, he is incapacitated by the Count's grappling hooks.He is also shocked to discover Vertigo has Bash and Tompkins tied up on slides. As the Count does a runner, he flicks a switch, releasing the lock on both slides, causing the 2 to go hurtling down to the bottom, where they will fall off the slide and the top of the building. Batman escapes his bounds but with his friends falling he only has time to save one....
WILL LESLIE FALL FOR BATMAN MORE THAN HE COULD IMAGINE?
WILL BASH END UP BASHED?
WILL BATMAN BE OUT FOR THE COUNT?

Robin climbs out of the harbour unscathed and meets up with Batman at the cave.
Vertigo, meanwhile, is almost ready to activate his plan and has Vertigo City ready for launch.
The Gotham army division, headed up by Captain Strike ( Scott Bakula ) launches an attack on the Vertigo City , but it proves futile.
The Duo race to City Hall and assure a worried Mayor Linseed that the Count will not win. Robin with the help of O'Hara, Bash and Strike dispose of the Vertigo ground patrol, while Batman lots himself get captured and taken aboard the flying city. Vertigo is about to destroy City Hall as a station intent when Dr.Leslie Tompkins promises to let him kill her in exchange for Batman. Vertigo laughs of the trade, but this gives Batman the time to escape the clutches and climb through the ventilation shaft to the controls and deactivates the defence mechanism. A text to Strike signals another attack and Vertigo City is hit bad. Batman chases the Count to his escape pod and is almost too late as he takes off, but Batman clings on and forces the pod to crash into the harbour. Robin stops the flyingcity from exploding and lands it safely. Batman emerges from the water, and the police find the pod, but no Count Vertigo.
Bruce and Dick are given tickets by Alfred for Dick's birthday to go on the Centennial Wheel, the highest ferris wheel in America
Commissioner Gordon receives news that Gotham's most dangerous criminal, a certain clown like figure has murdered 5 guards and maimed 12 others to escape Arkham. He receives another call, picks up the phone and water squirts out of the receiver into his ear....

The second story featured an unlikely foe, and one not used to live tv, in fact, the pre-title villain also was a first for live tv, both villains only previously appearing in cartoon form.
Straight from a major starring role in Downton Abbey, Hugh Bonneville was well known on both sides of the
Atlantic and brought a very British charm to the role, and, going by viewing figures, Count Vertigo was a popular villain, playing it as straight as possible until the very end when he flips completely. Bonneville stated publicly that he would jump at the chance to return.
Dr.Leslie Tompkins was introduced in this episode with a backstory that she had a romantic link with Bruce, and would appear from time to time ad his date or in a professional role analysing criminal minds.
The mystery of the prison guard from the end of the Mr.Freeze story being the escaped Riddler was not touched here, but would be very soon.
Zac Efron actually performed his own stunt crashing into the dock in the latter part of part one, and had cracked a rib doing so, thus restricting his role in the next two stories.
Stephen Moffat of Doctor Who fame produced this story, with Mark Gatiss as director.
The team, especially Matt Holme particularly liked the idea of a different villain in the pre-titles, some going on past 10 minutes in the 40minute show, this one featuring Kevin Sussman, Stuart Bloom in the Big Bang Theory.
The villain was scheduled to bday primary villain this season, but BBT commitments and another story based on an idea by Elmer.J.Graham was chosen over Professor Bubbles
