There were almost George Reeve toys in the 1950s like a lunch box and a Marx playset but someone did not want the royalties to go to the actor.

There are the Superman Trading Cards from 1966 featuring George, so there is a precedent.

I’ve mentioned this before in other threads over time when we’ve been talking about the ‘66 show and Adam/Burt likenesses for merch purposes during the show’s run. Usage rights for stills photography is totally different to recreating likeness in a non-photographic medium. In the case of trading cards, the photographs ownership/global usage was almost definitely owned outright by the studio, and those terms (as is precedent) would be inclusive of Reeves likeness release for any and all usages of those images.
