I think these are items they had too much stock on and to help Target clear the items McFarlane is finding other outlets. Perhaps the playsets and other vehicles didn’t sell as well as the Batcave and Batmobile did and there is still much of it left. Penguin surprises me as Target sold through him rather quickly, same with both Catwomen.
Let me propose an alternative scenario.
We've all noticed the collector section at Target is shrinking - and stuff just sits there for a long time (Pops, and some other stuff). Also Target is poor at this type of online store (our company works with Material Handling OEMs, and Target and some others don't know what they want, so are half committed to it, so it fails).
McFarlane Toys may have had a 1 year or 2 year exclusion with Target, and now are reaching out broader, so the usual suspects are appearing.
Good news for us who don't have time to visit stores repeatedly and fight the scalpers/employees. Sound plausible?

It’s good if it is going to other places besides Target. Target has been pretty awful when it comes to the Retro line. In most cases I ended up canceling my preorders with them and finding them either in Target stores ahead of preorders or on eBay. Perhaps Target only signed on for 6 waves and the rest will be handled via many stores? I already canceled my orders with Target for the Wayne Manor and Batboat and purchased them directly from McFarlane shop.

They are not listed as preorders like other items at the McFarlane shop, it says add to cart. Other items say preorder so I take that to mean they are in stock.

I rest my case
Target used to cancel my pre-orders ALL the time, for the 1966 line and all other McFarlane Batman Target exclusives I ordered through the site. Most of the time I spot them in stores first and cancel the corresponding online orders before even reaching the self-checkout.
Received Tut yesterday. I had intended on building a throne, and an Egyptian diorama for the figure. The head sculpt is quite nice, with a good likeness of Victor Buono.
I expected that he would have full legs with articulated knees, like the Funko 3.75” version, which would allow him to sit on the throne. Looks like a throne won’t be necessary.
Very excited to get my mits on these sooner than later! I checked one of my local stores, but nada so far. I might drive over and scope out the other two today.

They will ship for free and 5% off if you have a Target redcard.
Don’t you think it would be good for the health of the line to include a standard Batman and/or Robin in every other wave? There may be new collectors who like the Batboat, but can’t get Batman and Robin to go with it.
